Herefordshire Council will next week consider controversial plans to build 625 homes on the outskirts of Ledbury.
Housebuilding company Bloor Homes wants to develop the land north of the Viaduct next to the Orchard Business Park.
But the proposals are hugely controversial with local residents.
They say one of the site’s main problems is the proposed single access road to the site.
In August, a total of 1022 residents voted that they considered the access was not satisfactory against 49.
Ledbury Town Council also strongly objects to the plans.
But planning officers are recommending that the scheme should be approved.
“Officers consider that the public benefits arising from the scheme, as outlined above are positive,” the council’s report reads.
“The application delivers the strategic expansion of Ledbury, which was directed hereabouts on environmental grounds.”
The planning committee will consider whether to approve, reject or defer the scheme at a 10am meeting on November 13 in the council chamber at Shirehall, Hereford.
